11. The campaign message has mainly been about highlighting the alleged failure to develop the Constituency by Mr. TAYENGWA, particularly in infrastructure and youth empowerment programmes, as well as alleged mismanagement of CD,F including exclusion of non-aligned party members. Further, that they should not credit the CDF project to Mr. TAYENGWA, but the Head of State. In contrast, Mr. MULABE also campaigns in support of the Head of State, citing national-level achievements, such as, economic stabilisation, youth empowerment programmes and expanded CDF allocation. This dual messaging strategy has increased his appeal among both the opposition and dissatisfied ruling party supporters.
